SCFE WHISTLE STOP CONSIGNMENT STANDARDS
The Spouses’ Club of Fort Eustis Thrift Store, hereafter referred to as “Whistle Stop” primary mission is to generate maximum profits through donation sales and consignments in order to grant scholarships to individuals and make contributions to community organizations. Consignments are a means for military families to generate nominal compensation for recycling of their unneeded goods.
The Whistle Stop is not intended as a clearinghouse site or business. When reviewing accounts for non-compliance with the stated purpose of consignments, we use the “reasonable” household standard. For example, in a reasonable household, one would expect to find one or two coffee makers, and a dozen or more coffee mugs. Therefore, one would not expect a household to consign numerous coffee makers, but could expect several coffee mugs.
Consignors must be a valid ID cardholder (active duty and reserve members, retired from active duty and reserve service members, DOD Civilians and dependents of active duty, reserve and retired service members, 18 years or older). ID cards must be shown when making consignments or when picking up consignment checks. One account per household will be assigned, with only two people per account, one of which must be the sponsor unless deceased.
The Whistle Stop, upon management approval reserves the right to refuse any item that does not meet the established standards for consignments.
There will be no instances of a consignor establishing a personal resale business or the appearance of a resale business. Such activity might be, violating the “reasonable” household standard or consigning items that aren’t from the consignor’s own household. Such activity will revoke consignment privileges permanently. Whistle Stop employees may not consign.
Total daily consignments may not exceed 16 items. We may also have restrictions on certain items in order to prevent overstocking of the store. Restricted items are posted in the store, SCFE website (www.scfeva.com) and the Whistle Stop Facebook page. The restrictions are reviewed and revised weekly or as needed by management.
The 16 items per day may include any combination of the following:
Up to 3 items of clothing.
No more than 3 miscellaneous items, (i.e. PURSES, HOMEGOODS, KITCHEN ITEMS)
Clothing must be clean and spot free. Items which are dated, torn, soiled or smell badly will not be accepted. Items with multiple pieces must be secured together.
Holiday items besides Christmas will be accepted one month before holiday date. Christmas items will be accepted six weeks before holiday date. Christmas items must be picked up by the first two business days of January. Dates are subject to change and will post. Unclaimed items are donated to the Whistle Stop. No exceptions.
Consignors are limited to 2 unsold pieces of furniture or other large items at any time unless management determines there is sufficient room for more. Large items require same day approval from management to ensure we have adequate space available. Please call ahead before bringing items. You may call at the end of business day to check availability for following business day.
Consignors must set the price of items. The minimum price for any item is $3.00. The Consignors receives 70% of total price as a commission. The Whistle Stop receives 30% of total price as commission. Consignors may reduce the price one time during consignment period. Consignor must see consignment clerk to get price changed in the system before lowering on tag. Information will not be given over the phone about consignor account except “next number”.
All consignment items expire 60 days from the date of consignment. Consignors may withdraw unsold items at least one day before expiration date. There will be a 10% withdrawal fee charged, not to exceed $10.00 per items. Withdrawn items can be re-consigned, one time only after 14 days.
Unclaimed items (on consignment day 60) become Whistle Stop Property (TSP) and cannot be withdrawn. Consignors must keep track of their own items and reports can be printed on request. Sales in the parking lot or consignment area are prohibited. Consignors who are discourteous or rude will be referred to Management. Such continued behavior will not be tolerated and may result in loss of shopping and/or consignment privileges.
The Whistle Stop or the Spouses’ Club of Fort Eustis are not responsible for lost, stolen or damaged items. Unidentified items will be placed in lost and found for 14 days.
Electronic items must be tagged with a “working order” verification label. Authenticity stickers need to be put on high priced name brand items such as handbags, jewelry, etc. if consigning under a brand.
Items not accepted for Consignments at any time:
Previously opened liquid items, household cleaning products, used or personal hygiene items (hair brushes, diapers of any kind, electric razors).
Undergarments, swimwear (unless tags on item), badly worn shoes. New, unopened undergarments may be accepted.
Used shower curtain liners, mattresses, foam pads, mattress covers or bed pillows. Decorative pillows are accepted.
Gas cans, lawn equipment with fuel or oil, tires, car parts, house or spray paint.
Used straws, to go boxes, breast pumps, car seats, bottle nipples, or baby food items.
Helmets, firearms or weapons, insulation or scrape lumber.
Stuffed animals, items missing pieces, broken or glued, non-working.
Stained, soiled or un-fresh pet items.
Personally recorded media, VHS tapes, or TV’s older than 5 years.
Food or liquid items for consumption or otherwise stated.
We will not accept consigned items that are not completed and ready to be checked by closing of consignments business day. Items cannot be left in the consignment area until next business day. You are responsible for changing the date on all items to reflect our processing.
PCS/ETS: Consignors may bring up to 25 items per day and must make an appointment during the hours of 10:30-12:30 on Wednesdays only. Consigned items may be accepted- subject to available space. Consignor must provide a copy of PCS orders and supply three (3) self-addressed, stamped envelopes.
